Philip Gilman

Philip Gilman

Director of Acquisitions and Housing Policy

Philip covers Sugar Creek’s national footprint, coordinating the team’s legislative affairs, regulatory policy, and acquisitions work. Sugar Creek has played an instrumental role in creating or expanding many of the state Housing Credit programs across the country.

Previously, Philip served as the Deputy Commissioner for Georgia’s housing finance agency, overseeing the state’s homelessness response efforts, housing vouchers, and housing development programs, including the Housing Credit. He has also served as the Deputy Chief of Staff to the mayor of Atlanta, developed affordable housing, and built homes on staff for Knoxville Habitat for Humanity through the AmeriCorps program.

Philip lives in Atlanta with his wife and daughter. He completed his undergraduate work at the University of Tennessee and earned his Master of Public Administration degree at the George Washington University.

Philip has run rim-to-rim across the Grand Canyon, and he would love to take his daughter back someday to stay at Phantom Ranch.
